It wouldn’t make sense for it to be a part of the TTC since these are regional trains, but they should certainly have fare integration with the TTC, so when you transfer between GO and TTC, you wouldn’t have to pay the TTC fare. This is already the case with many other local transit agencies such as Brampton Transit and Hamilton
The TTC now works very closely with Metrolinx which oversees overall transportation within the entire GTA. The difference is Metrolinx is owned by the province, while the TTC remains owned by the City of Toronto.
