    Nice tutorial. An interesting alternative to blurring the complete inversed layer is to use the spot blur tool which then creates lines on just part of the image.

    To do this, does he photo have to be in 8 bits or can it be in 16 bits?

      +Baygolf54 it can be either, but there is no need to keep it in 16 bit when applying this effect.
