Cause some cities have nice parts and parts that are a lot less nicer but the nice parts make up for the “bad” ones on paper. Like a lot of Chicago is nice but some southern neighborhoods have been notorious. Like how north and west Philly are notorious. But we wouldn’t want to see it continue
