It's a Trinity Railway Express (TRE) Bombardier built Bi-level coach being transported to Dallas, Texas for service on TRE's line from Dallas TX to Fort Worth TX.

Most likely the Bi level coach was sent to Chicago IL via a Texas Eagle Amtrak train from San Antonio that picked up the car from Fort Worth.
