All ballistic missile reentry speed is in the range of 20 mach, but what china had made, is a hypersonic glide vehicle(it's ok that its CEP is around 40 Km as still, it is in the testing phase). India too had tested a similar glide vehicle( that to a technology demonstrater) in the recent past.
Currently in hypersonic technology china is ahead of us, but we will surely match and outrun its capability in near future.

Hypersonic means an object travelling at mach speeds when it is near target and ballistic missile is only based on trajectory and nothing could be done once it launched and goes with uniform speed and direction.
