The refunds are due to passengers starting their journey on for example the red line(that still has the high prices) and have as their destination a stop on for example the black line(that has the low prices), it may appear as if they are mad about the black line when they're actually mad about the red line. Because you won't see the red "Refund" text until they reach their destination. Try changing all lines to the lower price. After you've done that, you shouldn't be getting any refunds anymore. The satisfaction of the passengers (SAX) is dependent on the time their journey took compared to how much money they spent. If they spent too much money compared to the time the journey took, they'll demand a refund at the end of their journey. I hope this helps 🙏.

In the vehicle selector, I saw a train called the "NY 160" and I recognized it to be the New York City Subway R160 trains in real life! PLEASE USE THEM!
From what I understand passengers are given compensation if a STATION has reached max capacity. They are given refund when they reach the end of their journey. The source of the problem MAY be at transfer stations (not enough space at station to wait for the next train).

You could do that to Philadelphia just that you would have to first test express trains out in New York City to see how that would work. Could you?
