For Bad Romance, Dancers started on top of balcony in Europe but on the floor in the US.

Not all all, it depends on the sunlight. For example at opening night in Germany (stadium closed roof) dancers started on the floor too but in Paris because of the light they started on top in order to cover Gaga's body in her entrance.
