IS-3 je nastao tako sto su sovieti zeleli da dalje unaprede IS-2, s obzirom da IS-2 nije bio bas zasticen protiv Nemackih 88mm i dugih 75mm topova. Oni su zeleli da totalno zastite njihove IS tenkove pa su se Leningrad Kirov fabrika i Chelyabinsk Kirov fabrike su se utrkivale koja ce dizajnirati IS-3 Tenk, i tako su obe fabrike dizanirale svoj IS-3 ali sovietska vrhovna komanda je odlucila da ce uzeti sasiju od Leningrad Kirov IS-3 i Kupolu od Chelyabinsk Kirov i da ce spojiti u jedan tenk, tako je nastao prvi sovietski tenk koji koristi siljastu sasiju u polu hemofiricnu kupolo!
