Police can't arrest you for indecent exposure since that wouldn't happen if the threat to your life didn't exist. I found this out one year in London as over 100 naked cyclists passed me by. This is why there’s no laws against nudist beaches as well. I don’t know US law, but if it’s similar then the guy running away naked won’t have broken any laws.

Flailing around while hitting the ground or wrestling on the ground (as 90% of all fights end up on the ground) increases the chance of being injured worse.
People don't get to break the law and attack people that keep the order than complain about getting hurt. If someone attacked you, and you hurt them, and they sued you for brutality, you be pissed. How is that any different from a cop? The badge doesn't make you super human, in a fight there is going to be consequences.
