My theory is that despite Fetch's skills and power, Delsin absorbing the powers of other conduits weakens them for a short while which is why he's capable of defeating both Fetch and Augustine despite having far more experience and time to develop their powers that him. He's not just absorbing their elemental energy, but energy directly from their conduit genes which means their powers wouldn't be at full strength.

Do you know there's an Infamous 1 Easter egg here? Delsin gained neon bolt from absorbing a lot of neon energy like when Cole absorbed enough electricity, he gained a new power as conduits can develop new powers when absorbing large amounts of their element.
I just played this boss fight today, I like it, tho it could kind of go with out the need of absorbing the nine Neon Signs, all the while Fetch is littary taking pot shots at you from all areas, I lost two times on that part, and man it was frustrating!
here's my advice for you, clear the area first before doing mission, because those DUP would annoyed you when you tried to do your mission peacefully. that's what i did was i cleared all of mainland seattle district to 0% DUP controlled before starting my second mission.

I refuse to call this fight a boss battle. You hide behind neon signs and hit Fetch who's health is garbage so each attack practically decimates her. I love this game but some of the boss fights were so easy it hurt. I played it on both normal and expert and I was still kinda disappointed by how easy this game is. I'm not trying to sound like I'm the god of all gamers or anything, but Uncharted 4 was harder than this game and Uncharted 4 is terribly easy. I love this game so much just if they made the boss battles a little harder, it'd make this game a lot better to me.

It just scatters more enemies on the rooftops, and the boss battles stay the exact same, from what I can tell. Which isn't bad, not all games have to be Bloodborne or Dark Souls, but I think it would've been refreshing to have a challenge so the game itself was longer.
Spector oh right , it was a downgrade . would have been cool if let's say Augustine just went outa control and chased you through the city in the form of a concrete thing , a bit like Bertrand , bit it wouldn't be that 'original'.
