Well.... I've seen frame welding done, (I was a welder by trade), sorta depends on how bad the whole frame is and I'm not sure what insurance would do in the event of a mis-hap...
Just checked the BSS site, cost per side is about $80 for bracket, looks like it's presently on sale (down from $107) I'm the other side of the country so don't know what's available in TO. A reputable garage should be able to do this, unless you know a "back yard" mechanic...
My buddy didn't want anything too extensive done so nothing was put there, just put the plastic panel back over it. It's just a daily "beater" to run around town with. BSS (parts provider) suggests using some fiberglass cloth and epoxy to cover the hole.
My girlfriend owned an 06 Ford escape there are completely junk she had to replace the whole subframe just for the rest of the frame to go bad and both shock towers went bad like that
@whatsbroken8309 100% agree. It's sad vehicle's aren't how they used to be made out of steel. These days all plastic and fiberglass designed to fall apart. A simple little fender bender totals out a ride now absolutely ridiculous.

Only other thing I would’ve done is paint the frame behind that bracket before attaching it.
Ya... the whole thing was pretty rusted out, not sure if I started painting one spot, where it would end... grin! 😄
will never understand why people call rot rust lol. the shock tower rotted out didnt rust out.

Well.... "finished" is somewhat subjective... ha ha. It's a daily beater and now it doesn't rattle and clunk so that's good!
