It's not that difficult, Foden shouldn't be playing on the left, it should be Gordon so both wings are providing width, that means you have to make a decision of who plays in the 10 between Palmer, Foden, and Bellingham. Bellingham isn't a 10 he's an 8, which is what Rice is so you have to bench one of them, and Wharton or Mainoo need to start as the 6. Problem solved. You don't need to move Saka, that's not where the problem is and it's not where the problem has been since he started playing regularly for England.

Play either Saka, Foden or Palmer on the RW, and LW you already have someone who actually can make things happen ( Gordon), if you decide to play Bellingham as 10 and with Gordon on the left , then only one of Saka, Foden and Palmer can play. You don’t have to play all the good players at once. Just do basic football tactics ffs.

This isn’t just happening to Harry Kane, majority of strikers in the Euros have not been performing well and a large part of it is that most national teams want to be trendy and have their strikers do multiple tasks like drop deep, build up play, complete set amount of passes, drift into the wings etc.
This is the time where you need strikers like Haaland in the Euros to just keep it simple and put the ball in the net and not overcomplicate plays because many teams create a lot of chances but are failing to score goals from those chances.

Foden and Saka want to occupy the same space tho I dont think u can play both Foden and Saka in the same team. Foden works best off the right not the middle. Foden played 7 times in the middle for city this season yet people are going on like Foden plays that position regularly
