Yes, the lining is cut as flare. The waist line of the main fabric was three times the waist but after making the roses, it became very full that there was no need to gather it again no instead I cut out the excess as shown in the video.
Very nice ma....but if u want to make this for an adult, like using it for first outing in a traditional marriage, and u want to make this rose at the down part of the dress, which is starting from the kneel length, can u add Crynolyn to it to make it stand?

Yes, it's a flare but you can also cut it straight and gather after sewing.

If you don't want to fold it, then cut 3.5" Instead of 7"
