what I will do If I got the number of divided (population/sample size)=57/20=2.85 ,,so HOW CAN I do?? should I divided the same number or normalize that number to 3?? ,,I have two grope 37 ,and 20 instances???

easier way would be - YEAR GROUP/TOTAL POPULATION X SAMPLE SIZE!
E.G. 173/840 = 0.20595 x 70 = 14.41
