For me I would switch frost queen place to 2nd place because she controls the cycle of life, oversees death, stop time, guardian of nature, made her own race, guides life of energy, she can control a cookie’s mind, she has enough power to froze earthbread if she wanted to, also she immortal and she can’t be melt no matter what you do. But if we are going to include Sugar swan then she will be in 3rd place. I'd of switched Millennial Tree and Timekeeper for one reason. Logically, Timekeeper, in spite of Millennial Tree being the god of the entire Cookie Universe, Timekeeper can change and bend any timeline at her will, she can quite literally get rid of all the other Legendary Cookies if she so desired, such as making it where Fire Spirit was never saved from his death of burning alive, finding some way to tinker with the timeline to keep Wind Archer from being given life, she could possibly go so far back where makes it where all the dragons never existed.. she is more powerful than most think. Fire Spirit, I would've put him higher up in the chart simply because in the future, he gains the ability of immortality (if you consider immortal cataclysm), meaning he could very well burn the entire world to the ground. I'd swap him out with Frost Queen. While Frost Queen protects life itself, and can end cookies, she's proven to grow weak easily. Wind Archer, I consider him to be a bit stronger, probably would have him take Pitaya's place, simply because depending on the costume, he can corrupt or purify fallen spirits. THEN WE GET TO MOONLIGHT. I'd swap her out with Abyss Monarch and move Abyss Monarch to sea fairy's spot, moving sea fairy in place of frost queen and bring fire spirit behind abyss monarch, though this could change. Moonlight is HELLA weak, for her only powers from what I've researched is control over the DREAM realm. She cannot manipulate much in the real world, however she is still strong, considering she can put cookies to sleep. She's only strong in the dream world. Sea Fairy is an odd case, for she is stronger than most of the main Legendary Cookies, aside from timekeeper and millennial tree. She can grant gem mermaids powers according to the kingdom story, and she's literally the sea itself. She even built a tower to reach the moon. She can cause tsunami's and she is one of the largest cookies known to cookie run history. Abyss Monarch I'd believe is to be strong considering they can control the abyss if I am correct? I have yet to read their story but I'll change this if I get the opportunity to read the story. Dark Enchantress I'd move to the seventh spot, moving the cookies above her higher in the ranking, considering she's lost many times against a group of kids and a thief. I Don't get why dark enchantress is up so high? Sea fairy alone can prob defeat her whole army plus she is really only an ancient cookie, who in comparison to elementals is pretty weak. In frost queen cookie's video, she clearly states that she is immortal, which should also apply to other guardians. Lastly, we know that Moonlight is at least as big as Sea Fairy (from various official artwork and their relationship) so she should be above the weaker dragons. Btw I'm not trying to hate on u so don't take this the wrong way.
I agree with most of your ranking besides moonlights although her domain is not that Powerful where she is shine is her spell list in the lore confirmed that moonlight cookie can cast spells that the wizards could things like charms curses teleportation spells levitation spells spontaneous explosion yes this is probably won't improve the ranking that much probably bumper up to 13 at best but still the ability to cast spells it's still pretty good and also she's my favourite legendary so I'm trying to increase ranking
Hopefully we'll get a Dark Enchantress cookie or a legendary cookie (Fire Spirit cookie, Wind archer cookie, or Millennial Tree cookie) at the end of the year.

dark enchantress is stronger than pitaya and moonlight combined (in newest crk level we know that gingerbrave created a team that has moonlight, pitaya and ancients in one team, and they wouldn't need them that much if dark enchantress was that strong
Dark Enchantress is actually weaker than people think, she was defeated by teams of epic cookies and even rares many times. Plus, Millennial Tree thinks of Dark Enchantress Cookie as a joke, he is friendly to Dark Enchantress based on Millennial Tree's relationship charts, while for the Dragons, he is tension with them. This clearly shows that the Dragons are indeed stronger than Dark Enchantress. (Relationship charts are in CROB btw.) There is one much stronger antagonist in CROB, that is Longan Dragon Cookie.
Timekeeper does have the ability to control time. Millennial however can also manipulate time and actually has full control of time and life. According to Timekeeper Cookie's relationship chart, she says to Millennial Tree that she WILL become stronger, which means Timekeeper is still weaker than Millennial Tree. As according to your rank, Moonlight is no 3 meaning Stardust is nearly as strong as Longan. He can litterally break a dark vortex meanwhile Moonlight can’t.

Moonlight one, I kind of agree, but Timekeeper's way more powerful than Longan. She can control time and even make big changes to a specific event, which brings Longan to a big disadvantage.
Personally, in my opinion, I would put Longan at the top three or top two. Because Millenial Tree in his relationship chart seems to be somewhat threatened by all the Dragons, and Millennial Tree also refuses to combat with Longan (Possibly due to fear maybe?) So I would maybe put them at top 1 or top 2, but honestly, my thoughts are a tiny bit biased since I'm a massive Dragon fan, lul. So Millenial Tree and TimeKeeper are probably above them, but I definitely think they deserve to be above Moonlight. Also, as for the others, I would definitely put Lotus and Pitaya at dead last. Mainly because they can stay in their true forms for the least amount of time than the other Dragons, and they're the only ones who need to collect power sources to activate their skill while in Ovenbreak. I would definitely put Ananas in third strongest of the Dragons because they don't need power sources to activate their skill like Lotus and Pitaya do, and also, Lotus keeps calling them old, so I imagine they're also more experienced. Not to mention, we've seen them be able to maintain their true form for WAY longer than Lotus and Pitaya could. I would say Lychee is the second strongest, but only because they're smarter than the others, and Longan gave them a big power boost. And as to why Longan should be first, that's obvious 🗿

Why is longan weaker than Moonlight? Longan at first planned to destroy everyone, maybe including the legendary ones. Millennial is already right in the first place..
In cookie run kingdom it shows up that dark enchantress cookie was white lily cookie that fell in a cauldron or something, and then dark enchantress ruined like the whole cookie world,made a lot of monsters that cookies cant beat everything in one shot which means dark enchantress cookie is powerful than we expected in cookie run kingdom. She did stole their crystal but maybe they did got it back and got their power back but still cant beat dark enchantress. (This is all i know ;-;)

This is based on lore and not gameplay. And it is confirmed that Sea Fairy IS stronger than Black Pearl. You definitely have to see the White Pearl Cookie story, Sea Fairy also controls the sea. (not the entire sea and ocean, she says that she has no power over the deep abyss). However, Black Pearl CANNOT control the sea and the ocean, only a part of it when making whirlpools, big waves, etc. but not a verylarge mass of it like Sea Fairy. Black Pearl is only a gem mermaid that got her power from an orb, but then changed because of her greed. There is a LOT of confirmation for Sea Fairy to be stronger in lore.
She honestly isn't weak, it's just that the other legendaries are way stronger than her in lore. I might put her even lower in the new tier list (It's about lore, not popularity), but not lower than Dark Enchantress (Dark Enchantress is now considered to be the weakest legendary in lore, always getting defeated by GingerBrave and his friends or an epic cookie companion)

I Don't get why dark enchantress is up so high? Sea fairy alone can prob defeat her whole army plus she is really only an ancient cookie, who in comparison to elementals is pretty weak. In frost queen cookie's video, she clearly states that she is immortal, which should also apply to other guardians. Lastly, we know that Moonlight is at least as big as Sea Fairy (from various official artwork and their relationship) so she should be above the weaker dragons.

I agree with most of your ranking besides moonlights although her domain is not that Powerful where she is shine is her spell list in the lore confirmed that moonlight cookie can cast spells that the wizards could things like charms curses teleportation spells levitation spells spontaneous explosion yes this is probably won't improve the ranking that much probably bumper up to 13 at best but still the ability to cast spells it's still pretty good and also she's my favourite legendary so I'm trying to increase ranking
Hopefully we'll get a Dark Enchantress cookie or a legendary cookie (Fire Spirit cookie, Wind archer cookie, or Millennial Tree cookie) at the end of the year.

Dark Enchantress is actually weaker than people think, she was defeated by teams of epic cookies and even rares many times. Plus, Millennial Tree thinks of Dark Enchantress Cookie as a joke, he is friendly to Dark Enchantress based on Millennial Tree's relationship charts, while for the Dragons, he is tension with them. This clearly shows that the Dragons are indeed stronger than Dark Enchantress. (Relationship charts are in CROB btw.) There is one much stronger antagonist in CROB, that is Longan Dragon Cookie.

As according to your rank, Moonlight is no 3 meaning Stardust is nearly as strong as Longan. He can litterally break a dark vortex meanwhile Moonlight can’t.
Honestly, Dark Enchantress is surprisingly weak. And she's only the main antagonist of Kingdom. The Dragons are the main antagonists of Ovenbreak.

Personally, in my opinion, I would put Longan at the top three or top two. Because Millenial Tree in his relationship chart seems to be somewhat threatened by all the Dragons, and Millennial Tree also refuses to combat with Longan (Possibly due to fear maybe?) So I would maybe put them at top 1 or top 2, but honestly, my thoughts are a tiny bit biased since I'm a massive Dragon fan, lul. So Millenial Tree and TimeKeeper are probably above them, but I definitely think they deserve to be above Moonlight.
Also, as for the others, I would definitely put Lotus and Pitaya at dead last. Mainly because they can stay in their true forms for the least amount of time than the other Dragons, and they're the only ones who need to collect power sources to activate their skill while in Ovenbreak. I would definitely put Ananas in third strongest of the Dragons because they don't need power sources to activate their skill like Lotus and Pitaya do, and also, Lotus keeps calling them old, so I imagine they're also more experienced. Not to mention, we've seen them be able to maintain their true form for WAY longer than Lotus and Pitaya could. I would say Lychee is the second strongest, but only because they're smarter than the others, and Longan gave them a big power boost. And as to why Longan should be first, that's obvious 🗿
I'm not exactly sure where I could put Pitaya after finding out Fire Spirit got his power from Pitaya.

Why Ananas Dragon Cookie is weaker than Pitaya Dragon Cookie and why Dark Enchantress Cookie is so strong?
In cookie run kingdom it shows up that dark enchantress cookie was white lily cookie that fell in a cauldron or something, and then dark enchantress ruined like the whole cookie world,made a lot of monsters that cookies cant beat everything in one shot which means dark enchantress cookie is powerful than we expected in cookie run kingdom.
She did stole their crystal but maybe they did got it back and got their power back but still cant beat dark enchantress.

SEA FAIRY IS NOT STRONGER THAN BLACK PEARL
This is based on lore and not gameplay. And it is confirmed that Sea Fairy IS stronger than Black Pearl. You definitely have to see the White Pearl Cookie story, Sea Fairy also controls the sea. (not the entire sea and ocean, she says that she has no power over the deep abyss). However, Black Pearl CANNOT control the sea and the ocean, only a part of it when making whirlpools, big waves, etc. but not a verylarge mass of it like Sea Fairy. Black Pearl is only a gem mermaid that got her power from an orb, but then changed because of her greed. There is a LOT of confirmation for Sea Fairy to be stronger in lore.
One last thing, sea fairy CREATED all the mermaids including Black Pearl/White Pearl

She honestly isn't weak, it's just that the other legendaries are way stronger than her in lore. I might put her even lower in the new tier list (It's about lore, not popularity), but not lower than Dark Enchantress (Dark Enchantress is now considered to be the weakest legendary in lore, always getting defeated by GingerBrave and his friends or an epic cookie companion)
