It's fine in areas with few people or bicycles, but there is a high chance of being reported in crowded areas. Unfortunately, Japanese people are not very friendly towards urban sports. I'm sorry if my English is difficult to understand.

途切れ途切れのコースですがなかなか気持ち良く滑れますよ。ほとんどインラインの人を見かけないのが不思議ですが・・・。

If you skating on public roads, you may be arrested by the police.
Although it's not always the case.
