If it is under 70% then it should be rephrased. Try to rephrase it manually, but if you find it hard use rephrasing tools like Quilllbot, but keep in mind such tools can change the text meanings. so after rephrasing perform an extensive proof read check

Bhai Administrator k bina ye possible ni hoga, use deletion request gai hogi. FInd him and ask him to delete.
