At 27:37, the roar you heard was the Carcha's roar from Jurassic Park Operation Genesis or JPOG for short. An old Jurassic Park Game from back in the day which is pretty much the predecessor of Jurassic World Evolution. JWE2 gave the Carcha that roar to pay homage. As of this year, JPOG is a 20 year old game. Pretty neat!
As a Carchar if you keeping roaring you dump any strength and speed buffs gained by killing dinos (indicated by the red coming out of its mouth) since the stack is transferred into a speed buff for allies. If you stacked many kills & don't roar wild Carchars & Gigas can be killed by a tamed Carchar since a full stack boost attack by 2.75x.

You should do when you do play as a dino you should do this play as a small spike dino then kill 10 spike things then evolve into a mid size spiky dino then kill 40 spike Dino’s then evolve into a big spike dino
