It depends on the device, and it can get tricky. the sender and receiver would typically process the ping in the control plane. Any device forwarding the ping would typically process it in the data plane (unless something like NAT needs to be involved). However, newer devices have hardware to process ICMP in the data plane. Take a look at Juniper's PFE for example.
