This is a brilliant idea for a deck, I’m very intrigued by this card and I just so happen to have a lot of these cards (including two doubling seasons I got in the same pack) so I will absolutely be building this
Going Superfriends, I would definitely include Bioessence Hydra. That boy will most likely come in huge, and just get huger (plus I love the art). I am on the fence with this guy, though. Planeswalkers sounds fun, infect sounds fun, just -1/-1 counters sounds fun... too many options for my small brain.
Intruder alarm would be a great include. Tap xavier to populate a creature token, it enters, untap xavier, repeat. assuming you have counters to remove that is.
A little bit if a stickler response, the name of the card is pronounced zay-vee-er. The way your pronounced it would put it as Javier as the plane is based on spanish conquistadors.

Oh, interesting! Maybe put a counter on two on xavier so that when you do proliferate, you make another counter to remove. Good suggestion
Add Renata, Called to the Hunt into this mix to solve that counters problem forever.

On the bottom there is LCC, but I cannot find him in the decklist for commander pirate deck?
He is actually a set booster exlusive. They make commander cards that wouldnt fit into a commander deck. You can fins him in set or collector boosters
