The top jet in the Apex is there more so to aid in pushing floaters up into the trap way near the end of the flush. It's much needed because the trap is so large and the main jet is so far at the bottom that some floaters would remain at the end of the flush and not go anywhere if it weren't for the top "helper" jet.

The performances are good for the most part but they are both amazing toilets

They are both excellent toilets but the Apex has the edge over the Cadet!
