Sort of... The Chromecast is a small device that plugs into the HDMI on the TV. I added an Ethernet dongle and cable to it (to connect to the router) because I already had them, but its not needed in most cases. The Android phone connects to the Chromecast via WiFi using the Google Home app (free download from the Play Store).
