They're just mimicking. They saw someone else do the "I'm gonna hold out on revealing where the body is" thing, but they don't understand how it's done. Usually this is a learning process, but somehow this strat has lately become overused to the point where there's less people that know what to do with it than not. So instead of quickly calling out who's dead and where, and letting fellow crewmates contribute on who they saw around the area and find suspects, people instead withold the information and waste time, even though they have no idea how to actually manipulate the impostors to slip up. Now that I think about it, this would actually be a great tactic for the self-reporting impostor who knows what they're doing. Just ask where everyone is right now and then choose a location for the body based on whether you want to imply an old kill or throw sus on someone and so on. Kinda weird I haven't seen anyone use this yet. Usually the self-reporter just blurts out exactly who and where they found, often also accusing someone else right away, but this backfires pretty regularly.
