After the death of a pup and stress of Raya i really really think this should be Suki's last litter no matter if your vet says she's healthy. Let Suki enjoy the rest of her life without taking care of puppies.

Cover the fence with a sheet or something similar so the dogs don't see each other, they will be much calmer. It is a trick that is used in Expo to avoid stressing the dogs.
@Hello Hello yes, that's right, but they get used to smells first. A visual cover usually saves from any attack. The dog's communication language in a closed environment is visual, especially if they already recognizes smells.
They should really stop stressing suki like this. Raya needs to stay away so that she doesn't cry out during walks. It's not good for her to be this stressed!

It seems a lot worse than with previous litters, and when with previous litters she immediately started nurturing the potats after returning, this time she started staring out of the enclosure to look for Raya. It's sad to see her get this stressed and it's clear Raya's presence makes it a lot worse unfortunately, likely thanks to Raya's attempts to get close to the puppies. Even though Raya clearly means well and wouldn't hurt a fly, Suki obviously feels threatened by Raya's behavior. I hope you quickly will find a way to separate Raya from Suki, either by making sure they can't see each other, or by having Raya go to your family for a few days.
I don't know why is Oliver hesitant in ensuring a complete physical separation between Raya and the pups 😕...only for a limited length of time...No doubt Suki is an extraordinarily dedicated mother but we don't want her to turn into a terrified , anxious and stressed wreck capable of destroying herself and the pups.....

Why not have Raya leave the house entirely on a temporary basis, just to make Suki is less stress.?? Hooman, maybe rearrange the barrier. Instead of around the box, place from stairwell to past window so Raya will stay further away. Not so pleasnt but temporary for now. MAYBE reduces Suki's stress but who knows??
Suki was like this with at least the previous two litters (ie long before Raya came into the picture.). The only thing the hoomans can do is exactly what they are doing now… block Raya and Shiro’s access and reassure Suki that she’s safe!!!

Could you put a heightened bar and curtain in front of the enclosure so Suki and Rays can’t see each other? That may help with Suki’s stress levels.

Her fear for Shiro is less because Shiro always stays away once she snarls at him. Raya on the other hands is persistent also she is a female
