Pune west Have gud ground water level We have dams nearby.as you are saying banglore situation banglore don't have any ground water but pune east will face same thing in coming years but pune waste has lots of ground level water.
Pune & PCMC real estate prices now are very high matching Mumbai. Due to AI , in IT no recrutment but there's retrenchment so no customer. In PCMC 44 big developer holding huge inventory .Pune customer are very price sensitive. Unless prices are reduced by at least 30% as compared to mumbai no one will buy property. Now it's beginning of slak period & will continue till next election. So no hurry Punekar wait negotiate for 50% discount else don't buy.

In the budget of 38-42 lakhs. Which place you will suggest to live a fruitful life. Interms of water, public connectivity, education hub.
I'll suggest you to go North west of pune that is in Ravet kiwale area.
