As per advisory from Ministry of Road Transport and Highways (MoRTH) to all state transport commissioner to issue Driving license to PwDs

IMP NOTE - First Get Driving Ability certificate from medical board at district level(District Differently Abled Welfare Office)
Conditions - Expect Mentally and Visually Challenged Or more than 80 % disability.
Certain cases of Hearing impaired are also eligible for license
RTO has no authority to deny license if you are capable of driving.
Driving license for Adapted vehicle (Invalid Carriage) - Specially modified vehicle
Pass Online test for LLR - Learner’s license validity 30 Days to 6 Months
Driving License - Pass Driving Test at the RTO office - no appointment

1 Maine abhi GST concession se Automatic Gear wali Car li h. mere left pair m disability h m ye car easily drive ker leti hu. To kya mujhe Normal licence nhi mil sakta matlab without adopted vehicle k licence nhi bn sakta, Quki Ortho surgeon se sign krwana bhot mushkil h.
2 . Agar m adopted category se licence bnwati hu to bhi kya mujhe learning licence or Driving licence k liye dono baar Ortho surgeon se cirtificate lena hoga, quki dono cirtificate alag h or kya dono cirtificate ek he baar m doctor sign krega?
3 Agar sare documents jesa ki aapne video m bhi btaya h bo sabhi leker jan hum RTO office jayenge kya tabhi vo humse driving krwa lenge ya baad m bulayenge LL k liye?

Hello I’m from Bihar same thing happened I went to RTO I have 70% disabilities in legs can you please give me the government circular so I can take it to my collector office as they are not helping me please can you provide me Indian government website for this rule ?

Hi sir in your LLR they mentioned ADPVH2 and ADPVEH , but you selected LMVAUG also while applying.. Have received your License for LMV automatic car?
No that was JUST for video, You get license what you have applied for LIKE - ADPVH2 , ADPVEH AND LMVAUG - You need to PASS the driving test for the type of license that you have selected

Hi, many doctors are not ready to provide the certificate; they always say to approach the medical board.
Yes you have to approach medicla board or the Doctors clinic who are in medical board

Vehicle can be anyones name, You need a license to DRIVE any vehicle. You can apply LMV autiomatic with the Dr's certificate

Hi i have 80 percentage disabilty im capable of driving extra wheel scooter ( modified scooter) in my state (kerala) there is a government project which gives modified scooter for eligible differently abled , but to apply for that they are asking a valid licence my category is locomotor disability
my questions are : 1. do i need to get government ortho doctor certificate or any government doctor d certificate is acceptable?
2. should i apply first for the learning licence from parivahan and upload all the certificates before going to office ( i had seen the entire video but had still that doubt)

Yea follow the steps in the video to apply LLR , you will get the same when you show the RTO a govt doctors driving eligibility certificate

Please apply online , it will clearly guide you through steps , since you already have license you will not require LLR , RTO will directly approve your 4 wheeler license request, you have to appear directly for driving test . Anyways RtO to approve

You can get from any GOVT doctor
Yes you GET license - Please do not be in DOUBT, apply online becuase U know driving and if Dr certify that you can drive then no one can stop you. - If RTO doesnt not give license you can complain to higher Authorities - Collector, and Transport commissioners

No need to UPLAOD,
You upload only regular Dr certificate and Disability certificate,
Driving certificate you have to attach when submitting all documents
