When SIDA pays for health care in a country it does not only mean that its government can buy guns. The 'spare' money that is freed up can also go into the pockets of government officials. The latter is the most cpmon.
Sweden as the world's biggest aid provider should take the initiative to a comprehensive evaluation of Aid over the past 60 years together with as many other countries as it can muster. Future aid if any should be based on the result of this evaluation.
There will not be any development in Africa without competent, caring governments that have corruption under control. Aid does nothing to help achieve that. On the contrary, it has perpetuated bad governance in many cases.
Uganda is a good case study. Museveni has received an enormous amount of aid since he came to power 40 years ago. This has most certainly been good for him and helped him stay in power, but not so much for the people of Uganda. Uganda is relatively poorer today than it was when it gained independence. In other words, it has a lower share of global GDP today than it had at the time of independence. Museveni recently signed into law the death penalty for homosexuality. That can't have been part of SIDA's plan, but it is embarrassing. Tanzania is the country that has received the most Swedish aid and they are also relatively poorer today compared with the time of independence. Extreme poverty is on the rise all over Africa even after USD trillions of aid over the past 60 years. It is probably about right to say that aid has helped incompetent, corrupt, and abusive governments stay in power - this has not been good for the common man in Africa. It may well be true that Africa would have been better off without aid.
As regards emergency assistance organizations such as WFP are just a phone call away. So why would a government in Africa spend money and time on building up preparedness for emergencies? It would not make any sence.
Why did Sweden give Museveni's family asylum in Sweden when Museveni was busy overthrowing the sitting government in Uganda? Clearly, geopolitics were involved. Was it similar to Afghanistan suddenly becoming the biggest recipient of Swedish aid?
