Typically if you don't see 99-100% usage, it means that the GPU is being held back by other parts of your system. Typically if you have a slower CPU, the GPU won't be able to run full speed because it has to wait on the CPU to process information. When you are seeing high GPU usage, it means the CPU is waiting on the GPU to finish, which is a good thing. You'd much rather be GPU limited than CPU limited in games. Being CPU limited is much harder to fix as it's usually related to a games physics engine or characters onscreen (think Assassins Creed Unity) and fps tanks.
