I genuinely adore the live action Scooby Doo movies. And no matter how you feel about it we all have to agree nobody embodies Shaggy the way Matthew Lillard is. Literally he was born to play that role.

@Roxas Sora i went to check and the only thing that both games have in common other than THQ is that they use the Renderware engine, the same engine used by GTA San Andreas and Shadow The Hedgehog.
This one is underrated massively. It's genuinely a good fun game which is what it's meant to be. Even as a 24 year old, it's a decent time killer every now and then
You know what kind of game would fit Scooby Doo really well? Some sort of game where they lead you to collect clues bit by bit to unravel a huge mystery as some monster is terrorizing you and the epic finale is when you have to put all the clues together to prove who the real bad guy out of all the characters you met throughout the game. I feel like Telltale would fit the style really well, something like the Wolf Among Us perhaps.
There are a few Scooby-Doo games for PC who are exactly like that! You meet people, collect clues, play minigames, and in the end, you have to decide who's the real culprit based on the clues. The culprit is randomized each time from the people you've met before, which I think is really cool. I had two of these, and I loved playing them as a kid.
Scooby Doo - Who's Watching Who for the PSP and some old Scooby Doo PC games are probably the closest to what you are asking, you'd have all the clues but you have to pick who is the actual villain of the episode
One positive that came out of the movies was Matthew Lillard becoming Shaggy's VA after the original actor retired. As for why the baddies do what they do, one of the shows, Mystery Incorporated gives an explanation, though it's pretty dark, even for a Scooby Doo cartoon
0:11 literally the 2 live action movies you gave as an example are arguably the only good live action Scooby Doo movies and are the only ones worth talking about...
