Did I miss the part where you mention the difference between an "UP" arrow and an "air flow" arrow? Most cabin air filters will have arrows on one edge that indicates the air flow direction and those arrows should point down. Some brands, like the OEM Toyota/Lexus filters will say up instead of air flow. Those arrows indicate which side goes up. They do not indicate air flow. All horizontally mounted cabin air filters with the blower motor mounted below the filter will have downward air flow.
