I think he is just taking a piss at FAST because either he is jealous of FAST rankings or he is genuinely joking. Either way he is spreading negativity what so ever.

Start interviewing the good studious students of each Uni.
Ask their satisfaction and skill development levels.
Ask about their faculty,and if they have any idea of faculties in other universities.
Ask about their optimism towards career development,and their interaction with succesful alumni.
That would be a true representative of any Uni.
Kindly also guide,are govt. Post graduate colleges,like GCU,Isl College Civil lines,Science college,and any other,but only Govt colleges are good for computing courses,like BSCS, BSSE etc ?
