No by default we can not set background image to jframe but we can do this by adding a Full Size JLabel containing Image to frame having null layout set add rest all components after adding background so that they will display on the top of image. It will be like background image in JFrame

Is there anything special in eclipse?

Visual studio code is not an IDE and intellij community edition does not support enterprise or web application.
Eclipse is a basic but powerful IDE. You can do much more with it. Also it is free.
