I believe that the mass of bees were taking a rest on the back pack before continuing on. Which also explains why they fell off at the speed hump, they were exhausted.
People need to learn more about bees. A swarm happens when the hive is too full. The queen takes some bees away to make a new home. The old hive turns new larvae into queen cells and creates a new hive. The swarm is carrying stuff to start a new hive. They won't attack, they are too tired and bearing too much load.they will rest a bit, then move on
Wow how can people be so stupid and risk their lives and not only that the life guards lives also? You see a storm coming and still they don't get out of the water. Have they taking leave of their senses?
The only people I noticed who might have been said to be wearing clothes were lifeguards who were wearing a wet suit or a dry suit to help with the temperature in the conditions that were like winter, stormy or hail stones, most of the time they were wearing the usual thing most people would wear on the beach a swimming costume or a pair of trunks and they were also wearing a tracksuit top or suit to help keep their muscles warm between the rescues, because the last thing they have time for is to stop and do muscle warm-ups so they don't get cramp when they are supposed to be saving people's lives.

I think in the full episode a wildlife expert did come collect the swarm and relocated them, I think majority were still alive. A few were crushed by the car.
