The poem details a complaint to Allah that despite us carrying your message to the world we lost your favor. The Jawab-e-Shikwa is sort of a response, you can say from Allah but it doesn’t say so. Where the responder reminds the complainer that those Muslims were one and you all are divided and various vices. Read it with English translation and google up the historic events mentioned in both the poems
