It's probably not on purpose. That actor is often hired to play disney villains on broadway, so he's used to doing the english RP accent. The southern accent they're having him do for Satan (plantation owner, coastal states from virginia down) is very specifically the kind that is non-rhotic. English RP is also non-rhotic. That means they don't pronounce the Rs at the ends of syllables. The actor is probably accidentally slipping into english RP because of the similarity.
