In other words, using the structure "was going to" tells the listener/reader that the plan is quite flexible. If you write about the activity in the past, that's different. --- Today I was going to rake leaves in the garden, but I didn't have time to do it. --- In this case, you are talking about how your original intention changed due to some reason.

Елена, я запутался, правильно ли я понял, что говоря о прошлой деятельности собирался сделать что-то, но не стал, не захотел, не успел и т.д.(намерения изменились) можно использовать was going to do. А если как в вашем первом вопросе речь о том, что я собирался сделать и сделал в результате.(т.е. я исполнил намерения как и хотелось? Чем будет отличаться английское предложение? Нельзя в этом случае сказать was going to, а как будет правильно?

Yes, it's possible. Where were you going to meet her? -- I was going to meet her in France. -- How were you planning to get around? --- I was going to take the train. I think in conversation and in short responses to questions, this sounds right. It's a hard thing to get a grasp of, but it's common in spoken English to use the past continuous tense this way--sometimes mixed in with the "going to" future. Confusing, yes.
