Many countries around Thailand ask European people why Thais do not speak English as well as neighboring countries. The foreigner responded to the Thai people briefly saying Maybe because Thailand has never been a colony of anyone?
I still believe that many Thais also speak English fluently. We also joke about colonizing; however, it isn’t a main reason. I do believe Thai vendors or merchants can speak a little bit of English even though they are not perfect in grammar, but they try hard. I don’t know about European people but I have European friends too and I don’t think that they would judge or discriminate people if they don’t speak English well.
I used to live in a neighboring province just outside of Bangkok and usually the further away you went from the city, the fewer English speakers you will find (as is the trend in many other non English-speaking countries). The people who spoke English well enough to get their point across usually fell into these categories: works in tourism industry, regularly does business with foreign companies/foreigners, studied overseas or an international school, works for a foreign company based in Thailand.
