France have a huge culture for animation because France and Japan has always been culturally linked. French and Japanese see each other as the pearl of culture from the other side of the world. France started importing anime way before anyone in the west to the point that some politics tried to ban japanese animation back in late 80's (Segolene Royal 1988-1989). To be fair (a censored but still) Fist of the North Star was on national TV for kids. To this day, France is still the biggest anime/manga consumer in the world. Yes, even in front of the US, Spain, latino countries and Japan's neighbors. So France being good at animation ain't surprising, French have that whole culture. My own mom watched Dragon Ball when she was a teen and i'm 24.
You forgot that the first animated movie was french… fantasmagorie by emile cohl… it’s deeper than that… it’s like cinema thanks to the lumière brothers or special effects thanks to Melies… there’s is a lot of ramifications to the french culture in USA and you don’t have a grasp of it, darn, even the people in USA have little culture about it… one exemple is dic enterprise made by a french who created inspector gadget who was himself inspired by a scenting fantomas with Louis de Funes… another one is Valérian who heavily « inspired » Star Wars to not talk about plagiarism, you can see valerian being seeled like solo or a bad guy like darth, or the falcon inspired by valerian spacecraft… another one is Batman, inspired by the shadow… and shadow was a blatant plagiarism of Judex design and style… a french movie/series from 1916 who will inspired lots of super justicer, and superheroes that got some traction in USA. They can hate on the french all day long… but their culture is most part of it thanks to the french.
The most successful animated movie of the year (Super Mario Bros) is french animation. Their next movie "Migration" comes at the end of the year. Another french studio works on TMNT, another one for the season 2 of Arcane, etc... The underrated projects in 2023 will be Wakfu season 4, and the movie Mars Express.

It was indeed made by a french studio, La Cachette, they also worked on Love, Death and Robots but only one episode
