Actually, Microsoft said it wouldn't be possible without the Chip act and inflation reduction act. So Biden succeeded where Trump failed.
and by the way I'll also add that absolutely has a lot to do with Biden as Microsoft's own president said that Biden played a critical role in facilitating this process.
