I have been Manchester for travel and Citymapper will ask me shall I change the location, so it seems like this apps may have something like for Manchester

Regards to the parking meter, for every one hour you paid for, they should allow you 3-5 minutes grace, check with your local council that you parked at the time, also will depend on how you respond to said traffic warden and if they are a jobs worth too.
