2 gangsters, Sultan, the infamous mobster of Mumbai, and Shoaib, who aim to create an image in the underworld, try their best to rule the city on their own terms. As a smuggler rises to power in 1970s Mumbai, a younger gangster seeks to overthrow him and a police officer is caught in the middle. The film is loosely based on the lives of Mumbai underworld gangsters Haji Mastan and Dawood Ibrahim.

The film is based on the lives of Mumbai underworld gangsters Sultan Mirza - Hazi Mastan(Sultan Mirza) and Shoaib khan -Dawood Ibrahim .Once upon a time in Mumbai was heavily based on Haji Mastan's life, although it was also partially fictionalized Hazi Mastan died due to cardiac arrest .Dawood Ibrahim, Chhota Rajan, Chhota Shakeel, Arun Gowli - were all trained by Haji Mastan. He taught them the nitty-gritties of international smuggling, a craft .He always asked them to stay away from ending human lives, through drugs, guns or any other means.
