Oxford is generally an expensive city so you can try checking more universities in affordable cities like Kent , Birmingham , etc

Does the uni' offer scholarships to international students? I just received a conditional offer after applying for an msc but its conditional on a deposit of £3000. Is this legit?

Yes the uni gives discounts to international students after you've received a conditional letter
But you've to pay within the deadline stated to get the scholarship
