Because if he had 20 LV his real stats would be: 77 HP, (If we consider that Classic has 1 HP) 39 ATK and only 4 DEF. So, technically Papyrus could kill dust if he willed to fight him.
A very sans thing to do (he canonically wore this under his jacket in the base game, before fan art changed it, they eventually replaced it with a turtleneck after a while, but you can see in his battle-sprite that it’s actually the mid area between the ribs, and the collarbone showing under his jacket)

Honestly wasn't expecting that meme caster with the other gaster blaster blasters lmao 💀 To be honest, this was great! Loved the use of the of the luminescent mushrooms being used as instruments! The animation was just great as well, combined with the music makes for a great combo! Has me hyped even more for a game that doesn't even have a demo yet, and that's impressive! Good work Jayer!
Dusttale isn't one of my favorite AUs, to be honest, but in spite of that I love this. The visuals are very creative, especially with the attack patterns. The lighting up of the plants to the notes was a very nice touch, as well. Great job!
Maybe have it be called DustTale? Until sans is killed, and then a bone knocks out the “Tale” and it’s replaced by “Belief”. So people don’t expect a “DustBelief” until it’s happened.

I’ve had this idea for a while so I’ll keep it simple Sans has more DT now and more power So during attacks he can switched between 2-3 different ones in order to predict and trip up the player.
It used to be canon, look at temmie changs concept art, and his battle sprite, he had a skeleton shirt but fans changed it with fan art, same with pink slippers
I have always liked Dustbelief, I think it works so much better than Dusttale because if Papyrus, someone who hasn't been exposed to the resets or the timelines yet, found out from his brother that the human would kill everyone, that nothing mattered, and killing monsters would make him stronger, there is a chance he might go down that path. It doesn't make sense for sans because of his apathy, but it kind of works with Papyrus
If you ask why papyrus can one shot sans: Not because he tired but because he was on low level which mean papyrus attack could easily kill him and sans didn't expect papyrus to fight back so his DEF probable lower than 1
