Atlez also being a comics only thing too, however what Loki is doing is quite literally what Atlez does. Atlez is called the Custodian. Basically the all seeing eye across all of the multiverse in it's infinitum, tasked with maintaining and protecting the multiverse from vanishing into nothing. And Atlez is forced to do all of this, while sitting in a chair for all of eternity, unable to leave the chair much less leave the space outside of time where the chair resides. Sound familiar? Loki is very much so the Custodian of the MCU, but it also isn't inaccurate to call him a Time God. Due to Loki controlling his Time Slipping, he quite literally is a Time God. We see him use his magic to revivie the Multi-verse Strands, turning them green as a result of Loki maintaining their flow of time. Hence, why the Time Stone is Green by the way.
I wonder, canonically Odin offered his eye in a well beneath Yggdrasil for knowledge. Did he always know that Loki would one day be here, the foundation of Yggdrasil . Did he know this would be his son’s glorious purpose. Food for thought 🤷♂️

Control is the opposite of what Loki wanted and granted by his actions at the end of the series. He gave the multiverse free will, the ability for everyone and everything to make their own choices and decide their own fates, without fear of pruning for being a "variant". Loki doesn't have control of all the branches nor does he want it. He just wanted a universe where people could be free to live their own lives. So that gives people the freedom to be malevolent or benevolent, Loki doesn't enforce either. He's less a "God" as that implies direct agency, he's become a fundamental facet of existence.
