As a former NASA worker, the answer is it's easier to obtain escape velocity the closer you are to the equator. That's why Texas and Florida are used for launch sites.
It is more that Houston, at the time (and to some extent today still), was a trade hub for the country with a mild climate. It is large, mostly flat, and has access to water routes to the south for supply. Today, a lot of this is different, but it remains a good choice. As for being lower on the ground, well, I think a lot of people misunderstand what rockets actually "do." You want to reach an orbit and use Earth velocity to "slingshot" yourself out of Earth's gravity, rather than directly fight it, so a few extra feet is not changing much, at least compared to the added cost of moving it somewhere without water access.

It has more to do with the fact that the initial inclination of your orbit is limited by the latitude that you launch from. Most parking orbits for LEO are desired to have low inclination and geostationary orbits require this.
