IIRC, NBC and ABC both allowed stations to cover certain national newsbriefs with local news; stations had the opportunity to run their own newsbreaks in their place in exchange for a next-day network evening news tease during the late local news. They were strictly prohibited from covering network newsbriefs with commercial or otherwise promotional inventory. Most stations that took advantage just weren't as messy about it as KVUE was here; someone in master control must have missed a cue. (As for whether CBS allowed local news to cover national newsbreaks, I'm not sure-I've never worked at an affiliate of theirs.)

So the ABC movie graphics were still like that in 1990? I thought it changed the previous year?!?
