It is the "G" force meter. When the car accelerates, brakes, or turns, you will feel the "G" force on your body. When you turn to the left hard, the G force "pushes" you to the right (the circle hovers in the right), and likewise in the other direction. When you press the brakes hard, the "G" force pushes you forward. When you accelerate, the G force goes to the back. Hope that explanation works!
Hopefully that barrier is strong as hell around that corner where the houses are lol
