The programme would not have achieved it's success without The Daleks. However that also means they are expected to regularly appear. I'd argue they were at their best in the 60's & 80's
Overrated, "if we are supreme why are we not victorious?!", but underrated, the BBC somehow gave a legitimate (and often justified) aura of terror to man-sized salt and pepper shakers with toilet plungers and egg whisks as weapons.

Cybermen would've made more sense for 2 main reasons. 1. Cybermen have a clear definition of insanity in the modern era. (Emotional inhibitor chip failure) 2. People have been shown to resist the cybermen transformation before

Being serious now: my first contact with Doctor Who was one of the Peter Cushing movie that I saw on the cinema as here in Brazil we didn't had Doctor Who in television until the new era. Ans in that movie there are Daleks. In my child mind I just remembered the Daleks, I could not even remember it was Peter Cushing as the Doctor until I saw it decades later again. SO in my memories the primary association of Doctor Who the Daleks, not even the Tardis I remembered. In Star Trek Roddenberry established a rule that Q would only appear once at each season, the Daleks should follow that rule too.

I agree, the Dalek episodes are often not the best. I wish the Zygons had emerged as a reoccurring antagonist.
