It's bascily a joule thief with a large capacitor on it. The oscillating of the coil is pump charging the capacitor. It wouldn't be good at regulating it's out put I'd think.. but still its a cool circuit for beginners.

Sir when I connect the capacitor in circuit then the voltage decrease suddenly but without capacitor it run better.
