This morning, some analyst said HE Uhuru's main goal was to talk to his people of Mt Kenya, especially those who had not made up their minds. I hadn't made up mine. I was still at a crossroads. People are forgetting that the implementation of the 2010 constitution began with UK's administration in 2013. With a two-level govt and overrepresentation (too many leaders), running govt was inevitably going to be expensive, hence huge borrowing to finance both infrastructural and current expenditure. The Kenyan constitution gives whole mandate to the president and his deputy to run the country fully for two terms. People are forgetting that the implementation of the 2010 constitution began with UK's administration in 2013. With a two-level govt and overrepresentation (too many leaders), running govt was inevitably going to be expensive, hence huge borrowing to finance both infrastructural and current expenditure. We shouldn't draw much parallels btn Kibaki's centralised govt and new devolved structure under UK + Covid effects. Big up UK !
